Business Services

Who We Are

The Department of Business Services provides services to school district personnel in support of their activities and operations. Business Services provides support, training, and advocacy to enable principals and school staff to focus on instruction. This department includes the Financial Services and Support Services Departments. Financial Services includes the offices of Finance, Purchasing, Accounts Payable, and Payroll.

What We Do

The Financial Services Department manages the fiscal affairs of the district. Inherent in these duties is responsibility for budgeting, cash management, and risk management. It maintains an accurate general ledger and accounting system to record all accounts payable and payroll disbursements. It prepares financial and management reports and files state and federal grant reimbursement claims. It procures goods and services in accordance with the district’s procurement code which is in conformance with the state of South Carolina’s procurement code. It coordinates the annual financial and procurement audits and prepares the district’s Comprehensive Annual Financial Report (CAFR).

Of Note

  • Richland School District Two is the only district in South Carolina to receive a “AA” bond rating from the three national bond rating firms.
  • This division has received awards from both the Association of School Business Officials (ASBO) and the Governmental Finance Officer’s Association’s (GFOA) for excellence in financial reporting for 25 consecutive years.
